Lotterywest decision delayed but imminent
Lotterywest has advised agencies involved in their StrategicCommunications and Related Services tender that the decision has beendelayed but has hinted that it will be sooner rather than later.
Noreasons have been given for the delay but based on previous StateGovernment tenders it it could well be in getting final sign-off from theDept of Treasury & Finance. Although requesting departmentsevaluate and choose preferred suppliers for tenders, their selectionsneed to be approved by Treasury & Finance before they can beannounced.
The tender covers 4 contracts:
– Campaign Advertising: Creative and Production Services
– Media/Channel Planning Services
– Online and Interactive Production Services
– Graphic Design and Corporate Services.
Withthe current contract finishing at the end of October, Lotterywest stillhas plenty of time however there is some imperative to make a decisionby mid-September at the latest.
The Request document specifiedan offer validity period of six months. With tenders having beensubmitted on March 19, they are now almost five months old. A delayuntil mid-September would reach the six month limit.

Imagine if these people had to work and make decisions at the same speed as most people in the private sector, they could probably cut their staff by half. And there my friends, as we all know is the underlying issue.
It’s the Pantene tender. It won’t happen overnight but it will happen.
Surely this indicates a change?
So much time and effort going into this.

Honestly, how ridiculous! 5 months and no final answer.
Imagine if it happened in reverse and telling a client to wait 5 or 6 months before responding to their brief. What a luxury!

11.19 – You would think these people would be a little more sensitive to the possible ‘staffing’ outcomes of this decision, and therefore make a call a soon as possible, that’s unless they’ve had their heads buried in the sand for the last few months. I think there would be a few people out there felling a little nervous right about now, and I feel for them. Come on Lotterywest a little humanity please.
I don’t think the delay is down to Lotterywest now, Mother Teresa.
I’m fairly certain they’ve made their decision but it’s being checked/scrutinised/ratified by Treasury & Finance because that’s the way these things are done.
Lotterywest are acutely aware that just about everyone is hanging out for an announcement but they can’t make it until T&F sign off on it. I reckon that’s why LW couldn’t give a specific date for a decision in their recent notification to agencies – because it’s out of their hands now and they, like us, just have to wait.
Who knows? Maybe it will be today…at around 4.30pm…when everyone’s distracted and there’s a weekend for the dust to settle.
